Korea Foundation Workshop:

A workshop entitled "Review and Future Prospects of Korea's International Exchange Activities was held on August 17-18 at the Diplomatic Center Leaders Club for the purpose of reviewing recent exchange activities and exploring directions for the future. Rapid developments in information and communications, changes in the domestic and world environment, and the expanding role of private organizations all present challenges and opportunities to the field of international academic and cultural exchange. The workshop presented an opportunity to review past international exchange programs and assess the significance and ive of these efforts within the context of a changing global environment, while exploring and devising new strategies for an ever-changing future.

International exchange programs between Korea and other countries have been undertaken through a variety of channels, including government, public, and private organizations. However, this workshop provided an opportunity for the first time for those directly involved in implementation of such programs to sit down together and discuss the meaning and direction of their work.

With the participation of representatives from government, private, and public organizations, the workshop consisted of three sessions: "Significance and Future Directions of International Exchange Activities," "Evaluation of Korea's International Exchange Activities," and "Strategies for International Exchange in the 21st Century." The sessions featured presentations of papers and related discussion, which were followed by a panel discussion on cooperation among public and private organizations in international exchange programs.

On the first day of the workshop, Han Sung-joo, former minister of foreign affairs, proposed seven points for a long-term plan of exchange activities to be implemented by the Korea Foundation. Won Han-gwang, alias Horace H. Underwood, executive director of the Fulbright Program's Korea Branch, used the Korean proverb about "a frog in a well" to caution against looking at things too narrowly and missing the larger picture.

In addition, Professors Lew Young-Ick of Yonsei University, Hong Sa-myung of the Korean University of Foreign Studies, Paik Bong-ja of Yonsei University, and Paik Seung-jong of Sogang University, as well as Huh Kwon of UNESCO Korea and Park Shin-il, the former director of the Korean cultural center in New York, presented their views to workshop participants, while Prof. Chung Hyong-min of Seoul National University and Chung junmo of the National Museum of Contemporary Art discussed issues related to the Foundation mission to promote cultural exchanges overseas and the need for cooperation between domestic organizations and staff members from such government agencies and public and private organizations as the Ministry of Foreign Affairs and Trade, the Ministry of Education, the Korea Research Foundation, the Overseas Koreans Foundation, the Academy of Korean Studies, and the Daesan Foundation. The workshop sessions were moderated by Prof. Rhee Sang-woo of Sogang University, Prof. Choe Chungho of Ulsan University; Prof. Kang Hee-woong of the University of Hawaii, and Prof. Kim Moon-hwan of Seoul National University.
